美國(guó)時(shí)間2024年4月24日，美國(guó)國(guó)內(nèi)產(chǎn)業(yè)代表（American Alliance  for  Solar  Manu- facturing  Trade  Committee ，“ 申請(qǐng)人” ）正式向美國(guó)商務(wù)部（ “DOC” ）以及美國(guó)國(guó)際貿(mào)易委員會(huì)（ “ITC” ）遞交申請(qǐng)，要求對(duì)進(jìn)口自柬埔寨、馬來(lái)西亞、泰國(guó)和越南的晶體硅光伏電池（無(wú)論是否組裝成組件，crystalline silicon photovoltaic cells, whether or not as- sembled  into  modules ，以下簡(jiǎn)稱“涉案產(chǎn)品”或“光伏產(chǎn)品”）發(fā)起反傾銷(xiāo)與反補(bǔ)貼調(diào)查。

案件基本情況

1、被調(diào)查產(chǎn)品：

   晶體硅光伏電池（無(wú)論是否組裝成組件）（crystalline silicon pho- tovoltaic cells, whether or not assembled into modules）， 這些產(chǎn)品在美國(guó)的稅則號(hào)分別 為：8501.61.0000, 8507.20.80,8541.42.0010和8541.43.0010（稅則號(hào)供參考，具體以產(chǎn)品描述為準(zhǔn)，參考附件）。

2、涉案國(guó)家：

    柬埔寨、馬來(lái)西亞、泰國(guó)和越南。申請(qǐng)人指控，這些國(guó)家的產(chǎn)品傾銷(xiāo)幅度分別高達(dá)：

Cambodia: 126.07%；Malaysia: 81.24%；Thailand: 70.35%；Vietnam: 271.45%。

3、調(diào)查期間（預(yù)計(jì)）：

    反傾銷(xiāo)： 2023年4月1日至2024年3月31日（針對(duì)越南為半年，即2023年10月1日至2024年3月31日）；反補(bǔ)貼： 2023年1月1日至2023年12月31
